I was just curious. If those 'shelters' were really just basements doubling as shelters then they would have done nothing to protect people if the Soviets hit the SAC bomber wing at Pease.

I think so... nothing more than prolong the suffering for awhile. I think that was part of my father's point, in that action and later with the organization Beyond War, that it would be impossible to build enough shelters that would effectively protect even a notable fraction of the American population.
